ABS question

I have a 95 4x4 and when I turn the wheel left the ABS turns on and the brake pedal gets hard and will not depress unless I push very hard. Then when I go off road the same thing happens but when I am going straight. I know it’s the ABS because I pulled the fuse and the problem went away. Any thoughts on this?

Are the tires on front the same with very similar tread depth? Two different aftermarket rotors with different tone wheels? Bad wheel speed sensor?

That's about all I can think of right now...
