OK jsut got this truck last week in a trade, never owned a ranger before.

The truck runs great 95% of the time, once in a while the CEL comes on and stays on, until I start the truck again then its fine for another 200 miles or so. (no codes show up on my scanner) during long inclines after driving awhile it will slightly hesitate and then pick up again, it also did it briefly around 25 mph, held my foot in the same spot it hessitated then slowly cleared..had a very strong fuel smell ...Im kinda clueless to this EEC system.

Have the CEL codes pulled. That should give you an indication of what the problem is.

Sounds like something in the evaporative emissions control system (EECS). Check your vacuum hoses running to and from the charcoal canister as well as between the purge control solenoid and the purge control sensor.
