It's possible.

I don't think it's right at all. I get almost 26 with my 2.3L.

Check it with a vacuum guage. You should read somewhere around 20 at idle.

regardless..you shouldnt get worse than around 20MPG with a loaded bed, uphill, against the wind.

timing is just one possibility. hows the power? any black soot/smoke from the tail pipe, especially after start-up? did you get all sensors installed/plugged in after having the motor out?

I'd suggest starting with the basics, compression and cam timing.

Then move on to the engine management system.

Something is definitely wrong somewhere. Unless, of course, you have 32" tires, 3.08 gears and constantly drive in 5th.

I average around 19mpg on my truck when I use the gas fast enough, right now I don't drive long enough for it to warm up fully (2 mile comute) so I'm always in rich mode and add that with winter gas and I'm getting 15mpg...

I have yet to pinpoint my issue fully, although I do have 165K on the engine, 31" tires (just under 30" actual height), 4 wheel drive, 4.10 gears and a couple cylinders a little low on compression (I think the lowest was mid 150's), I've been ignoring the CEL for a while now, so that'll probably help when I go to check it... :) it doesn't feel low on power.
