2.3L ('83-'97) Won’t fire on 2 plugs

Hey y’all, I’ve recently started working on my brothers 94 ranger with the 2.3L. I’m having trouble getting it fired up. It had been sitting since 2017 after he passed and it ran when parked. I have replaced the fuel pump and exhaust side coil pack (previously wasn’t getting fire to plugs). I have fuel at the rail and plenty of air flow. I’m getting fire on plugs (exhaust side) 2 & 3 but am not getting fire on 1 & 4. Found wires on the main harness that were chewed up and fixed that issue but still haven no luck on getting it to fire. I’ve also checked the inertia switch and it isn’t popped. Can anyone point me in the direction to get this old gal fired up and running?

7 to 8 year old gas.... did you drain the tank and rail before even trying to fire it up once, if not probably clogged an injector.
 
Yes I drained the tank and cleaned it prior to attempting to start it. I I didn’t drain the rail though. My next step was to pull injectors after figuring out the 1 & 4 plugs not firing.
 
On a '94 the signal to the coil pack comes from the DIS module. I'm not 100% how helpful the attached file is but it does show the wire color from the coil to the DIS module.

You are correct to pinpoint the passenger coil, it's the only one that should have spark while cranking.

I’ll check power at those wires tomorrow.
 
I would check continuity now power, only the center wire in the coil connector should be power.
 
I have power to the coil. I’m suspecting the ICM but I’m having trouble finding how to test it.
