I did a v8 swap a 2004 ford ranger and was wondering if i can change JUST the vin number in the computer without effecting anything else

A quick Google tells me that changing the VIN is possible with forscan. Forscan works on most post 96 Fords but you may not get full functionality with the software on pre 09 stuff.

Ik i can use forscan to change the vin however i asked a programmer and he said it would completely reprogram the complete changing its parameters and other stuff to causing it not to run anymore

I think he's right, if you're loading a Ford calibration you don't get to pick what gets loaded, it's all or none. In NH we have to do OBD II emission inspections(or the feds would cut our highway money) and the VIN in the PCM must match the registration.

I dont have that law where they got to match but i just feel like it would be a good thing i guess i could change it and if it doesn't run anymore i can always change it back

If its not required by law, don't fix what isn't broke.
