Torsion bars don't match

Was just starting to crank my bars when i noticed that the right side adjustment bolt was much higher than my left.

does this mean the right has been adjusted more in the past in which case i may look at a new set of bars? or could it just be a shorter bolt thats on it?

Any help would be apreciated
