If I understand correctly, water can be "super saturated" in temperature, either to the hot or the cold. When the equilibrium is disturbed it flashes over. So liquid goes instantly to solid. As the water hits the car it turns to ice.round 2 here.....dont know how the hell it can sleet when its 13 degrees.
