tk5 clutch pedal engages at top

I have a 87 2.9l ranger with tk5 transmission. My problem is that the clutch engages maybe an inch before the top of the pedal. I have bleed the slave cylinder and it did not change a thing, wondering if this is a symptom of a worn out clutch.

bascially yes. If its not slipping i wouldn't worry about it yet.

Then again we had an '87 chevy flatbed with the 3 speed granny low....brand new clutch and it still engaged right at the very top.
