The damper may be off as far as TDC but its not going to change with engine rpm. What kind of distributor do you have and does it have a vacuum advance.
 
From what I have been reading you want base timing around 8-10 degrees and total advance (all in) between 32 and 34 btdc thats a 24 degree curve or there abouts.
 
Set you base timing to 14 degrees as a test. Let us know what happens.
