You got me there. If Rock Auto doesn't have them, have you tried Tasca? They are an OEM parts supplier associated with a Ford dealership but typically don't have the Ford dealership prices on parts.
Not seeing it there or on the ford website.
 
Would Fastenal have that?

Not a specialty torque to yield OEM engine part/bolt.

If they did the clowns could get them they would make a guy buy the bag of 100.

Hit up your Ford dealer again and get a part number for it, see if they have it but check eBay and surrounding dealers in your area.

I have had to do that for a few specialty parts, sometimes my local place has them cheap and sometimes they are a complete rip off. One time I needed copper washers for brake lines and they were $8 each and they wanted me to buy a minimum one package of 10... fawk off. But they have been really good about other things. It's very hit & miss. A part number will get you started.
 
The only place I’ve been seeing it listed is Freedomracing.com but I don’t know how much to trust them.
 
Any ideas on how to remove this dampener? It’s different than the one in the video I’m following. Just use a traditional pulley remover?

Thread the bolt back in part ways and use a steering wheel puller to remove it - the center pin on puller pushes against the bolt head and you'll need two bolts to screw into the holes in the pulley. If this is anything like an OHV 4.0, you can use two of the long thin bolts that hold the AC compressor on instead of buying new ones. Life hack for ya right there.

I’ll have to dig out my steering wheel puller. Not sure what I did with it
 
Any of those slotted pullers with a center bolt should work fine, steering wheel one is usually just the most common one people have. I imagine you could use a two or three jaw puller and push against the bolt in the same fashion but there is a small risk of the pulley getting bunged up/bent.
