Looking for short - pulsing when radio fuse removed

I am having problems with the charging system and so I started following the charging system checklist from the tech library: http://www.therangerstation.com/tech_library/chargingsystem.htm

Unfortunately, at step i, the light does come on. Disconnecting the alternator harness did not solve the problem so I did what is recommended in step 3b and starting pulling all the fuses one at a time. (I assume you are to pull them one at a time).

I pulled all the fuses from the panel inside the cab and only the radio fuse made any difference. When I pull the radio fuse (fuse 29), I get a roughly 1/2 second clicking sound from the center of the dash. The test lamp pulses in time. I am not certain exactly where the sound is coming from.

If I reconnect the battery, the radio does work.

Any ideas where I should look next? And ideas what the clicking is?
 
A bit more weirdness.... when I start the truck and then turn it off, the high beams come on even though the lights are not on. I have to turn on the lights and turn them off.
