I know there is different types of ways to lift a ranger I want to know what is the best way to lift my 84 ranger? Should I go with a kit? Does it come with everything I need?

Both a body lift and suspension lift have different advantages, depending on your timeframe, budget and end suspension needs.

For a superior ride quality, I prefer a 4" suspension lift but if all that is needed is more room for larger tires, a body lift will do well enough.

I see this is posted in the 2WD section. Not a whole lot of people lifting 2WD trucks here. What are you looking to do with it?

Google Bell Tech Lift Kit for Ford Ranger. They are a solid reliable supplier.

want to lift because I’m hoping when I lift I’ll be able to spray the frame with por15 and get larger tires when I’m done with it I’ll take it to shop to painted and wrapped

Sounds like a great plan! I would add that POR15 is merely a primer and needs an equally durable top coat. Do keep us posted as you go.
 
If you're going for easier access to the frame, gotta recommend a body lift. Especially for a 2wd. I'm not sure what the market is like for suspension lift options on a 2wd.
 
Belltech makes a 2wd kot for rangers. I was on their site yesterday
 
I've got some old 2" lift blocks from a 2003. I'm not sure if they would work on yours. You can have them for free. Just pay the shipping.
