I took this K&N CAI System off of my '99 XLT Ranger before I sold it.

Includes all mounting hardware and installation instructions. (the OEM MAF housing and sensor are reused with this K&N system)

Do you happen to have a pic of the system installed?

Is it missing any hardware?
 
It is a complete system with all hardware, clamps and brackets.
Including the rubber gasket that fits along the edges of the heat shield. (Its not shown in the other pictures)

When you had it on your truck did you notice a improvement in performance??

I did the K&N CAI system along with JBA shorty headers and a JBA Cat-back and, YES! It had a good bit more HP & TRQ.
It didn't have to downshift all the time because with the added power it could 'pull the gear'.
But I did all 3 at the same time, so I can't say how much the K&N added by itself.
 
I don't have a K & N on my 98 3.0. I have a MAC, no longer available. I did notice a difference. The way to tell is to drive it with the system on, then put the stock back on. "Where's the beef" is applicable. After having the MAC on it, then returning to stock, that was what I asked myself. Lost some low end torque due to the larger diameter of the tube between the MAF and TB. But man! It screams once the rpm's are up. Didn't do that with the stock pinched down tube. I even tried putting the stock pinched down tube on, while leaving the open cone filter. "Where's the beef?" It sucked. Hated it. Threw the entire stock system in the round-open-top-file. On all three of my Fords. 2004 Lightning and 2007 4.0 V-6 Mustang.

I just got this 1999 Ranger with 13500 miles on it. I have been driving a Nissan D21 since 1994, so a lot of this is pretty new to me.
