Is there supposed to be cap on my proportioning valve? Realized I’ve been topping off brake fluid because it oozes out of the end there (circled)

That looks more like a full blown ABS valve to me.

I'm gonna say something else is wrong there. (Loose maybe? IDK) A cap isn't gonna stop it from leaking. Nor should it need to.

I agree. That's the rear ABS control valve. I'll try to remember to get a picture of mine later.

Mine has a rubber cap there and there is nothing coming out. However, it is just a soft rubber dust cap, not meant to hold any pressure. I would expect that a leak at that point means "replace the whole control block."

Before doing that, clean the whole assembly real good with brake cleaner and rags. Then watch it over a week or two to see if there really is a leak.

Yeah, that should be the bleeder for the ABS block that appears to be leaking and yes, originally they had a rubber dust cap, but if it’s leaking, that missing dust cap isn’t the problem.
