High RPM’s through shifting

All right guys, first time posting here, so show some love.
I recently bought a 92 Ranger, 5 speed, 3.0l. Absolutely love it so far. There is only 1 “problem” that I have noticed so far…. High rpm’s through shifting gears 2-5.
here is the scenario. Start in first gear, easy day, accelerate to 3k rpm’s and shift into second…life is good.
Accelerate to 3k rpm’s, push clutch in, gas off, rpm’s stay at 3k, until I am in 3rd gear and release the clutch. This happens all the way through 5th gear.
The only time it doesn’t do this, is when I shift at 2k rpm’s.
I have been chasing this for a week or so now and have replaced the IAC and tps. I have also cleaned the throttle body, tps sensor and iac sensor connector. Air filter is new.
my check engine light is OFF, and nothing stored in the memory.
I have also verified that the throttle linkage/accelerator cable does not appear to be sticking anywhere.
I read on a thread that this is normal due to emissions, but everyone I have talk too, does not have this problem.
Any help is appreciated! Thanks y’all.

UPDATE—saw a posting describing how to check/change voltage to the TPS. Just set voltage to 0.92 with key on, engine off. Still having the problem.

I can't see how it only happens in certain gears... The computer has no way of knowing what gear you are in. Except maybe inferred from the VSS.
 
Seeing this a little late but it could be a vacuum leak, I had the same problem, fixed the leak and it still happened, had to reset the keep alive memory for the pcm through the obd2 and it worked. I recently found another leak and it started doing it again
