Headlights and Foglights

My headlights and foglights will not work simultaneously. It's either one or the other. Any ideas?

All the time? Or just when usung high beams?

Fog lights, from the factory, are wired to only work with low beam headlights on. The thought is that you shouldn't be using high beams in the fog because the reflect back in your eyes.
