Grille Finish

I'm repairing front end damage which includes the grille. I've picked up an OEM grille that looks good enough to mount as is, if I wanted black. I want to paint the frame red, leaving the honeycomb portion grey.

Not knowing much about paint and finishing, should I "scuff up" the frame with 400 grit or finer, then prime,paint and clear coat ?

What's the correct method ?
 
Scuffing with 400 should be just fine. Make sure you use an adhesion promoter before you prime. Use a filler primer that you can wet sand as well.
