Fuel pump problems

I'm new to the site but I need some help. Haha. I got a 1991 2.3 I did a complete rebuild and replaced the head. Got it all back together it wouldn't start. My fuel pump was not comin on. I replaced the pump the relay and still won't start I jumped the relay and it starts. It turns over and I am getting fire also. I checked everything from the relay to the inertia switch and the pump. I am getting power with the key on to the pink/blk wire but no other wires. Anybody got any ideas? Thanks.

Fuel Pump has it's own fuse in engine fuse box, 30amp

Pull out the fuel pump relay
Leave key OFF
Test for power in the fuel pump relay socket(green base)
Should be one slot with 12volts, that's from the fuse above

Turn on key
There should be another slot that now has 12volts, this is from EEC Relay, Brown base.

Fuel pump relay has no Ground so won't close even though it has 12volts, the computer Grounds the fuel pump relay.

So computer needs a good ground, there is often a Ground strap on the back of the head that goes to the Firewall, did that strap get hooked back up?
That's the ground for the cab electrics and often the computer
