is that piece of fiberglass above the front bumper adjustable? it wraps around the bottom of headlights and seems to bolt to the metal in front of the radiator? can i loosen it and realign it? its a 1996...

i do believe that that is the header panel and as far as i know cant be adjusted. but i dont know much.
