EPA requirements for engine year

I keep seeing everywere that you are planning on swapping engines you have to put an engine/emissions system of the same or newer model year into your vehicle. I'm in central illinois and we dont have to do any emissions testing, but what are the actual rules and regulations for this? If I put an older engine into my 94, do I run the risk of being fined if the EPA were to find out?
 
It's the states rules and regulations you have to follow. A legal swap in one state does not make it legal in another. Think you should be good to go, good luck and enjoy!
