I used starting fluid to try to start it.

so fuel must not be the issue...or at least not the only issue. popping and snorting usually means the timing is off.

no. it takes a lot longer than that for enough water to cause a problem to condensate in the tank (months, at the least).
you should be able to start and run the truck at idle on starting fluid alone. so if it wont start and idle while you spray spurts of starting fluid into the TB, then you are either not using enough or you have a spark issue.
I still cannot believe how it got in there, it drove great while it was in there!
My 2.9 will not start at all on starting fluid. I found this out when I had a bad fuel pump. It will sputter a little, but that's it...doesn't seem to matter how much you use either.

did you ever get around to pulling your injectors and seing if they are clogged? what about checking the injector harnesses with a light to be sure they are getting a good ground signal from the PCM?
