Having never worked on this engine at all I can only offer generic advice- but you can set the timing on any engine with a distributor by getting the engine on TDC (remember, the crank goes around twice for every rotation of the cam). If you're not sure, pull #1 plug out and tap it around with your finger in the hole- when you feel compression, you are on the compression stroke, so the next time the crank gets to TDC that is the right stroke. Once you have done this, move the crank over to the timing setting (I think in your case you mentioned 14 degrees BTDC). Then remove the dist cap, loosen the adjusting bolt, and line the ignitor up with the number one (star) thingy as perfect as you can by rotating the dist.
The thing may have jumped valve timing tho- in this case the timing in the dist will be off quite a bit from #1 with the crank being on 14 degrees or TDC.
A crude way to check timing is to remove #1 plug and put it back into its SP wire. Lay it against metal for ground. Put your finger in the sparkplug hole while someone else cranks it over, watching for the spark. The engine's compression should force your finger out of the hole a split second after the spark plug fires, or it should be so close you can't tell if it is just before or right at the same time. Note- the compression will be hot to your finger and it might freak you out- but it won't burn you.
One more thing, it will NOT start with wet plugs. Take 'em out and shoot them with starting fluid and let them evaporate dry and replace.
