Clutch pedal pressure

i have just put in a new cluth kit on my 2002 ford ranger 4.0 liter. everthing has been bled completely and still when cluth pedal is on the floor the clutch os still not fully disengaged.
but i do have some pressure at the pedal.
any ideas would help?
 
do you have pressure at the top of the pedal or does it rest down a ways?
 
air in the master cylinder. remove and bench bleed (it usually cannot be preoberly bled while bolted to the firwewall).
