Can't get over 2500 RPMs

Hello members of the Station, Grace and Peace

Hello, it's me again, seeking the wisdom of those who know better than I do.
I have been overhauling my little Bronco 2, fixing little things here and there. While fixing it, I have been having a persistent problem. When test-driving it, I can't seem to use all the rpms, as it maxes out at 2500 rpm even when flooring it. I know for a fact that all the power should be at 4000 rpms. Also, for context, these are the parts I have changed. Spark plugs, TFI mod, Fuel Tank, Sending unit pump, New filters, Injector O-rings, and IACV. Also, I tested the fuel psi at the fuel rail, and everything checks out, and the average cylinder compression is 150-155.

Any help would be welcome. Thank you.
 
Most of these vehicles have a rev limiter when in neutral of around 2500 rpms, so my first place to look would be to check if it thinks it is in neutral all the time.

2.9s dont have a rev limiter...besides valve float.

Pull the SPOUT connector and verify timing.
 
The base timing has to be correct for the computer timing to work. The spout looks like a fuse, it's in the wiring on top of the motor. Pulling that is like plugging the vacuum port on an old school distributor.

So, what should be the testing process for the timing? I have limited tools and no money.
