brake proportion valve

I just changed the rear lines on my 94 ranger today and noticed the proportion valve (I think?) twords the front has a little nub with a hole in it covered by a rubber cap just above where the brake line running to the rear screws in. Does anyone know what this is? Someone told me this is a reset switch for the ABS light in the cab (which has been on for almost a year now) is this accurate?

Which leads me to my other question... If the ABS and E-brake light are always on it means no ABS correct? My RABS doesnt seem to work and these lights are on so how do I fix this and why did it just stop working? Master cylinder is full and all seals are good to the best of my knowledge. Any advice would be appreciated!
