Are both the OHV 4.0 & SOHC 4.0 Engines Considered "Cologne" Engines?

I've been looking at some FS ads of Ford Rangers late 1990's through 2011. All Equipped w/ either the earlier & older 4.0 OHV design, or the more recent 4.0 SOHC design. Am seeing both engines described as "Cologne" engines in some ads. Are the short blocks (bottom ends) of these engines of similar design? Obviously there will be differences between each to accommodate and attach the very different heads, the extra timing chains (cassettes) & other etc that comes along w/ the newer SOHC design.

But are the bottom ends from the same family? IOW are both of these engines "Cologne" engines derived from the same German "Cologne" design? Or is the 4.0 SOHC the "one & only "Cologne" motor, and the 4.0 OHV is something else?

Cologne is the name of the plant in Germany where they were made. So, both are Cologne engines.

I'll let others tell you about the design differences.
