Yes, the safest situation is seatbelt and airbags together. But, when seatbelt is not used, airbags save more people from serious injury and death, then if they were disabled.
Seatbelts are the key to vehicle safety, mix in airbags and crumple zones and people are surviving wrecks that would have killed, just ten years ago.
All that being said, my airbags don't work and I am fine with it. My kids vehicles would be a different story. I want all the safety devices possible for them.
