does a 1993 have vaccume hoses for the 4wd actuater if so were are they?

No, a 1993 does not use vacuum hoses for the 4wd system at all.
What is this "actuator" thing you're talking about? The shift motor on the transfer case? What exactly are you having trouble with? Are the hubs not locking? Transfer case not shifting? With some more info we can help you fix your problem...
