A4LD a little help Please.... free wheeling when going down hill and what do I do..

I just rebuilt my first transmission a A4LD and every thing seems Ok kinda ... when going down hill it seems to be free wheeling ... on flat grand great all gears shifts nice... can some one please give me a clue to what I may have done wrong
 
Are you using OD while this is happening? If you are I would speculate that it is normal, if you are using 1st or 2nd then I would think something is wrong but I'm no auto trans specialist by any means.
 
is the torque converter locking up?
 
May check the intermediate band adjustment first. Also could be a pressure problem, governor sticking or coast clutches damaged or not applying. What year? and what was replaced?
