If ground was broken gauge wouldn't move.
It is moving because resistance is changing in the circuit, quicker than it should.

But yes you can ground sender at some other point

Since I replaced the pump/sender and checked the ground in the passangers side footwell, coupled with the fact you say if it was a bad ground it likely would not be moving at all,.....

should I now focus on the anti slosh unit ?

I wanted to let everyone know I found a cluster on ebay for 20 dollars..... It got here yesrerday. It was too hard to replace complete cluster but I had enough wiggle room to swap anti slosh module an that was the fix. I got accurate readings now....
