88 Ranger Eng Swap PS INOP

Okay, my swap was done but I'm still working on the front suspension. The only problem I'm having is that the PS doesn't work. I filled all my fluids before I even started the eng. It was cold out so I thot that mb that was the problem, it wasn't. Still no PS and my fluid is frothy. I used PS fluid not ATF and turned the wheels stop to stop like you're supposed to but it doesn't look like I'm getting any fluid movement. Should I just drain it and start over or is there a way to figure out if the pump is actually bad, I got the motor from the jy with the PS still attached so no telling what condition it was in. Any ideas please feel free to chime in. Thanks.

How long did it run with you turning the wheel? I've had vehicles that were steered alot while being towed/pushed not running without the system ever being opened up and they get an air lock or something. After start up they had no power steering until they were driven a while. Trying it some more can't hurt because if the pump is junk you can't hurt it anyway. Good luck.
