If the fine isn't too rough I wouldn't spend much time or effort fighting it out of spite or to prove a point. However, you may catch a break if you can explain the malfunction of the seatbelt and show receipts for repairs/parts where you have corrected the problem.
I got ticketed for a taillight being out once and when I showed that I had promptly replaced the bulb (dated receipt), the fine was waived.
