Harness's had manual and automatic trans wiring some of the time, manual just needed Reverse light, but Automatic had the NSS(Neutral Safety Switch) which I think was a 5 wire connector located at the rear of the engine just above bell housing.
That is where it is on my '94 manual trans Ranger, unconnected of course.

thanks its a manual so ill put it to the side ive got spark but no fuel or power to the pump. The inertia switch has been replaced with a 20amp fuse should that still work

Should it work to cut fuel pump power in case of an accident?
NO

Inertia switch is there to cut power in a sudden stop or roll over.

If you want to by pass it you just hook the wires together, no fuse is needed, circuit for fuel pump power is already fused in the engine compartment.

Fuel pump power runs like this:
Battery------Power box or starter relay---30amp fuse(or fusible link)-----Starter Relay-----inertia switch------Fuel Pump

The Fuel Pump Relay will be under the Power Box if you have one or mounted on the passenger side inner fender, it will have a Green Base that the relay plugs into.
There are often 3 relays in a row, Brown base is EEC relay, Black base WOT relay(wide open throttle).

The computer activates the Fuel Pump Relay to send power to the pumps(you have 2)
It does this by Grounding the Relay.

There is a way to test relay using the OBD test port in the engine compartment
Look here: http://www.therangerstation.com/tech_library/OBD_I.shtml

Look at the diagram of the connector
If you Ground the slot labelled Fuel Pump with key on, you should hear the fuel pump relay close(click) and if the other wiring is OK fuel pump should come on.

I have no power to inertia switch and have replaced all relays

1986 will most likely have a Fusible link for Fuel Pump power instead of a fuse.
Fusible link is a short wire made to separate when heated by a short circuit, so "acts" just like a fuse.
Look on the starter relay, on the larger post, with Battery's Red(+) cable attached, there should be several Fusible Links attached, Fuel pump should be a Blue wire(not sure through), and there will be more than one.

If you know where the Fuel Pump Relay is, the Green base Relay, then there should be a Yellow wire coming out of the base, that wire will connect to the "Blue" Fusible Link wire.
You can add an inline 30amp fuse if the Blue wire is blown, or replace with another Fusible link, 20ga I believe

just looked and that on is hooked to the starter cable post on the relay should i switch it

Yes, it should be on the Battery post side of the relay.
Fuel pump power should be at the Fuel Pump relay 24/7, all the time
The fuel pump relay prevents power from going to the pumps when key is off

Just FYI, on the starter motor side/post of any starter relay there should only ever be 1 cable, the one to the starter motor.
On older models there may have been a wire from that post to the Coils "+" post, but with a diode inline, that gave the coil extra power(hotter spark) when cranking starter motor.
TFI module should do that with it's separate START and RUN circuit
