It has a new fuel pump fuel filter but the fuel pressure was low. It’s supposed to be 30-40psi

what else could it be? Probably something I’m looking over.

Fuel pressure regulator...
Regulators always fail and allow fuel to leak into the intake and usually wont lower the pressure.

If pump and filter are new id say you got an injector staying open.

Do you know it's not leaking? Do you even know if he has a good vacuum reference at the regulator?

I mean... I'm not second guessing your 2.9L prowess...

Is there any smell of fuel? I had a problem with the connector to the regulator leaking and fuel was pooling in the lip of the valve cover.
