Ok, on the charcoal canister, or fuel evaporative canister. Driver side front beside the radiator.

what is the best way to tel if it is any good??

I pulled a couple off and 2 don't make much noise at all, like a bit of loose BB's or large grain sand. Like under 5 when one shakes them. No I do not turn them upside down...just a little side to side motion.

Another one sounds more like a sand and defiantly looser or more grains.

Just curious if they are suppose to make noise or not?? IS less noise better?? or is more better?? what does a new one sound like?

Those canisters carry loose granular charcoal. The charcoal temporarily holds fumes from the fuel tank. The more surface area, the more fumes can be held.

This is like the older pebble bed catalytic converters. They were better at doing their job when the pebbles weren't clumped together. Rattles, good. Silence, not so much. that being said, I wouldn't bother with it either way.
