Trying to resolve no compression problem

I had no compression in my cylinders when I tried to start it, and was told that perhaps it was a timing chain problem. I took off the front cover to check it. Could anyone tell me if this is correct? This is how it was installed when I put the engine together.

Theres 2 dots...

1 on the cam gear, one on the crank gear.

Those need to align. Crank dot on top cam dot on bottom.
