fuel pump not getting 12v

Ok so few weeks ago moved my tank to my bed, made some extentions for the pump harness, fired up good to go.

Yesterday went to start it up, nothing. Pump doesn't work. Other than pulling the radiator and e-fan out haven't touched anything electical on the truck. The stock pump harness is putting out a touch under 10v, fuel pump won't work on that. I tried 3 different relays, same problem. I'm getting normal voltage to the cig lighter, hot side of the relay, about the same voltage at the dome lights as the fuel pump, which is low. I have no idea where to start looking for the culprate of this.

Any and all ideas would be great, The truck has a brand spanking new Red Top, it turns over fine, just no fuel. I'm going to wire it to the ignition for the time being to get it running but i'd really like to figure out the issue with this.
