it won't... shackles move your full droop lower, but not your fully compressed location, your best bet would be to make bump stops for your truck...
oh my truck, it's not so much what my fenders are doing to my tires, that i'm upset about, it's what my tires are doing to my fenders!
recently i have been picking my lines through things extra carefully, to make sure i don't fully flex out my truck... taking a swaybar end link off of the FRONT will help also, it will add more flex to the front, and less to the back... though the front doesn't flex much regardless...
my honest opinion to ANYONE running 33x12.5's on the newer body style, is MAKE/BUY CUSTOM BUMP STOPS FOR THE REAR!!!!!
when i get a chance to, i will be moving the shock mounts, and putting the blocks back in (which i assume your 09 didn't come with) without the blocks, the shackles may help a little... but more just give you more travel in the rear
