98 Vacuum Hub's not engaging

I have a 98 ranger XLT 4x4 w/ 142,000 miles. I recentley had both front hub/bearing assembly's replaced. My problem is that when I shift into 4wheel the transfer case ,drive shaft and cv's engage but the front wheels do not. I jacked up the vehicle and both front wheels spin freely when engaged in 4x4 I took the vacum hubs off and there are no broken parts and they engage/disengage when you push on them. I am holding off using the fix posted on here making them locked full time. So any ideas on where to look.Thanks

Do you want to keep them functioning as auto hubs?

You can modify them so they are selectable (I choose this instead of permantly locking them).

To be more specific, I want to eliminate any other causes for this problem before I either use 2 fix options I have seen or just replace the hubs . But I would like to keep it as close to original as possiable

Most likely the vacuum lines are leaking or the vacuum solenoid is bad.
