shortening the tailpipe will have minimal impact on the overall decibels of the engine. moving the exit closer to the cab will make it sound louder from the drivers perspective.

I belive virgina had very very strict standards for passing a ful linspection. If i were you I would find a complete oem exhaust and equip the oem exhaust for the inspection

Hey, I am also in VA and I am currently running a glasspack and the stock convertors where i had it rigged up for the glasspack my welds broke and i never did put it back on so its exiting between the bed and the cab(ext cab) I think it backfires a little more but it seems louder to you because the noise is closer and doesnt exit the back. I plan on going with an aftermarket convertor and maybe a turbo muffler to get the sound im looking for. Before I ran straight convertors and I honestly dont think the glasspack made any difference in the sound. Its require for the exhaust to exit behind the gas tank but you just have to find the right inspection station :)

Thats what id do but hope you dont get pulled over and find the right butthole cop to right ya a ticket for that. Keep a old rusty muffler and say it just fell off.
