front tires are spinning in 4x4

okay so i noticed the other day that while i was in 4x4 my front tires werent hookin up, my 85 has manual locking hubs so they were deffaintly locked in anything else i could check. and the transfer case is spinning just no front movement.
 
Just because the hubs are manual, and locked in, doesn't necessarily exclude them from being the issue.

Since the transfer case is spinning, I'm assuming the front ouput is also spinning. So the only things I think it could be are the ring & pinion, shafts, or the hubs.
 
Engage the t-case (hubs unlocked) - see if you can spin the driveshaft. You shouldn't be able to.

It may be that only one of your front hubs is locking, i.e one is not, allowing the open differential to spin the unlocked axle shaft.

D28 front hubs are not the strongewst in the world.

They are easily checked by jacking up the front end, locking the hub, then spinning the tire while watching the axle shaft itself.
