Been looking through your pages and seems on the 94s that the ICM would cause the tach to read off. But 95 doesn't Have that one that i can find. What its doing is reading about half of what the motor is really turning RPM wise. I hooked up a scanner and it reads the same as the tach. But i got a torque app and with it it shows the right RPMs. I don't understand that. So am i looking at changing the PCM or ???

Thanks John
Its a 95 with a 2.3 5 speed forgot to add that

Could be one of the coil packs(intake side) is not working.

Exhaust side coil pack is used to start the engine, intake side doesn't start until engine is running.
So if exhaust side had a problem you would have a no start.

Unplugged intake side and start engine, see what RPMs show.
Also to see if engine starts running rough.
You can also swap coils around.

my icm was acting up on my 92. I had a check engine light 224 coil/spout circuit ground failure. Caused those problems with lack of power and a weird idle that jumped up and down slightly all the time. And exactly half the rpm displayed. Be sure when you take the module off to get it tested to clean the backing plate with alcohol until its shiny clean. The spark plug grease melts to the metal and leaves a residue that electricity hates.

I think 95 is when they added the ICM to the ECM/PCM. else i believe its on the front fender wall.

Yes, in 1995 all Rangers got the new larger EEC-V computers, these had the ability to control spark/coil packs, which is what the external ICMs did before.

1994 and earlier used EEC-IV(OBD1) computers with 60 pins(contacts)
1995 and up used EEC-V(OBD2) computers with 104 pins(contacts)

1995 Ranger computers were officially OBD2 but........were hard to "talk to" with some readers, 1996 and up Ranger computers seem to play better with standard OBD2 readers
