5.0 EFI, KOEO works fine, codes 23, 31, 67,81, 95. Messing with the TPS which is new to get that fixed, EGR is not present(31/81), A/C not connected (67)and the 95 is because the ECU is not monitoring the fuel pump. Can't get it to run the KOER tests. I've read on another forum that this may be caused by no Neutral signal to the ECU. Could this be the problem or is there something else I need to check. This A9L ECU also had a chip installed before--could that be causing problems?

Ecu has to see the fuel pump running, otherwise it'll shut the fpr off...

I guess I wasn't very clear. The engine runs, so the ECU knows the fuel pump is running. The Harwood manual says the extra wire to monitor the fuel pump is not necessary. (Maybe it is?) the FPR is obviously working. I'm troubleshooting a miss at low rpm and want to do a cylinder balance test so I need to finish the KOER test first

Hook up the nss, it could be preventing self tests...

Found that Pin 30 on the ECU was not connected anywhere. Grounded it and the code 67 went away. Cylinder balance was good, but ECT sensor voltage is out of limits so I have to fix that. BTW the KOER now works fine.
