I replaced every vacuum line now, disconnecting the IAC doesn't really change anything, I'm thinking that since the orange and white wires join at some point the ECM must have something internally wrong like a solder point with corrosion or something. I ohmed out the harness from the ECM to the TPS and MAP sensor (with the ECM unplugged of course) and it was fine. I also ohmed the computer ground which also was fine. I sprayed some carb cleaner stuff around the vacuum lines as well to test for a leak and nothing happened. Is there a way to reset the TPS? When I adjusted the screw to get .9 volts it was smashing the spring so I adjusted it back to where screw just starts to move the plate. It Idles kind of low.
