Me being a retired fire chief, and working with LEO on a regular basis, and good friends with a couple, including state troopers, and also crossing that vehicle legal line myself, i can say I've been there.
While you can make road legal drop bumpers and lower frame extensions, as well as lower headlight & tail lights (if you're higher than legal limit), it can be a pain. You could install a pair of suck-down winches as well.
In all honesty, I'd go to court, do the fix it ticket, but state to the judge that you understand your vehicle looks illegal, and you not only have been stopped multiple times, but stopped by ONLY the same LEO and not another for the same reason. When you were stopped, you were detained for an excess amount of time (I'd state over 90 minutes each instance). Again, station records will reflect this to back up your statement. Each stop has resulted in no citations being given, despite the excess time in detainment.
If this cop stops you again, for the same reason, and no citation issued, be sure to politely get his full name and badge number, and then its time to see a lawyer...
