Rear running light won't work

Headlights, tailights, turn signals, brights, brake lights all work and function but my rear running lights will not work. I have checked the under hood fuses and in cab and they're all good. When i pull the running light fuse in the engine panel i hear a click coming from a fuse panel under my steering wheel but i couldn't find a diagram and none are labeled. I don't get it my front running lights work and brake lights. What am i missing
