Yep, after some research and poking around I'm sure it's the clock spring.
If these things go bad all the time I'm not so sure I want to replace it.
Are these clock springs junk?
If so I'll just bypass the horn and forget about the airbag.
I've driven vehicles without airbags from 1985 to 2000(when I got my first after 70's car) so not having one again doesn't matter that much to me.
But if I can be confident that the problem will not come back then I will do the clock. spring. It just makes no sense to reward Ford for making a crappy part by giving them money for another one...and another one...and another one...
