Turn signals not working

So every once in awhile my turn signals stop working. Hours later they start working again. Now they don't work at all. And suddenly my headlights stopped working too. I've replaced the multi-function switch and the turn signal flasher/relay. The wipers work, hazards work, everything but the turn signals. And the headlights won't turn on. The yellow park lights I guess turn on and so does the interior gauge lights. But not the headlights. I'm not sure what's going on here. I tested the blue wire. I guess the power wire going to the multifunction switch, it gets 12V. With the wire still pierced when I try to use the turn signals, it goes from 12V to .50 or something really low. Anyone know what's going on here?

Oh and the flash to pass light works.
