Tracking down "electrical gremlin", all power to accessories, but no crank.

Background: '99 Supercab that had been sitting for about 4 years. PATS deleted

I'm trying to get this truck to turn over, but no luck. I had the PATS deleted, and then grounded the starter relay. When trying to start the truck, nothing happens. The dash lights flicker, and I can hear a "click" from the center of the dash. Then the ground wire on the ignition switch got red hot, started smoking, then burned in two. I thought maybe the ground wire had shorted against the ignition switch "from battery" wire. Using a multimeter, I checked continuity, and there was continuity from the yellow wire to the opposite end of the burned ground wire. I unplugged C136 and the continuity went away, so I know its somewhere on the engine side of the firewall. I just don't know where.
Could it be a shorted starter, since the problem only happens when you turn the ignition to "start"? At this point I'm open to any and all suggestions.
