Yeah, that, if there was no flow then neither hose would be hot, if both are hot then there is no heat transfer as Ron stated, one should be hot and one should be cooler, just like a radiator when fully warmed up there should be at least 30 degrees temperature differential between the top and bottom if using power, if not to thermostat temp then YMMV...
